CodeCoin Signs Strategic Cooperation MOU with the Alatau City Authority State Fund to Jointly Build a Cross-Border Digital Payment Hub Linking the Greater Bay Area and Central Asia

Kazakhstan's Deputy Prime Minister Kanat Bozumbayev witnessed the signing of a strategic cooperation memorandum of understanding between CodeCoin and the National Fund of the Alatau City Authority to jointly build a cross-border digital payment hub.

Partnership aims to develop next-generation cross-border digital payment infrastructure linking the Guangdong-Hong Kong-Macao Greater Bay Area with Central Asia.

SHENZHEN — CodeCoin (HENGBI TECHNOLOGY) today announced the signing of a Strategic Cooperation Memorandum of Understanding (MOU) with the Alatau City Authority State Fund, marking a major step in the company’s expansion into Central Asia. The agreement was signed this morning at the “Alatau Rise with Kazakhstan” China roadshow held in Shenzhen, on the occasion of a high-level delegation from the Republic of Kazakhstan visiting the Guangdong-Hong Kong-Macao Greater Bay Area.

Under the agreement, the two sides will work together to develop Alatau City into a modern digital-finance and cross-border payment hub serving Central Asia and connecting to global markets. CodeCoin plans to contribute through direct investment, technology transfer and the establishment of operations in Kazakhstan.

Areas of cooperation

The partnership will focus on building cross-border financial infrastructure, advancing innovation in payments and settlement between China and Central Asia, and supporting the development of the regional fintech ecosystem — improving transaction efficiency, lowering the cost of international transactions and strengthening local financial capability.

A commitment to compliance

Both parties agree that compliance and security are the foundation of modern fintech innovation. CodeCoin plans to establish a long-term presence in Alatau City and to operate within local legal and regulatory frameworks, working within the limits permitted by national law.

A shared vision for Central Asia

The "Alatau Rise with Kazakhstan" roadshow brought together senior government officials and business leaders to present investment opportunities in Alatau City. Kazakhstan is developing the city under a dedicated legal regime.

Deputy Prime Minister Kanat Bozumbayev, who led the visiting delegation, described Alatau City as "Kazakhstan's Shenzhen" — a city built from the ground up to attract global talent, capital and advanced technology.
